Hostel accommodation presently available at various campuses of University is limited to 8 girls
Hostel and 7 boys Hostels. However, the housing capacity of some hostels is being expanded and 2 new
hostels (01 for girls and 1 for boys) are at an advance stage of construction. The present status of hostel

HOSTEL ADMINISTRATION
The various Hostels of the University are managed and administered by a team of Wardens working
under the supervision of the Chief Warden and the patronage of the Vice-Chancellor. The offices of the
various Wardens are located in the respective Hostels supervised by them and the office of the Chief Warden
is located in the II floor, Dean Faculty Building, HNB Garhwal University Campus Srinagar. The

Eligibility Criteria and Admission Rules
Applicants desirous of seeking admission to a hostel of the University shall have to make a formal application in the
appended Hostel Admission brochure. The duly filled Hostel Admission Form shall have to be submitted to the Office of the
Chief Warden before the last date notified on the Hostel / Campus Notice Board. Applications submitted after the said last
date shall not be entertained.
Admissions to the various hostels shall be made in accordance with rules determined by the Hostel Administration and shall
be subject to the availability of accommodation.
Accommodation in the various hostels shall be reserved for persons belonging to the SC/ST/OBC as per the provision of
Govt. of India, i.e. SC – 15 % , ST – 7.5 % , OBC – 27 %
Admissions to the various hostels shall normally be completed within one week of the last date of Admission to the various
courses of the University and shall be subject to the following rules:
1. Only such students, who might have been admitted to a course/Programme of the University with course duration of one
year or more, shall be considered for admission to a hostel of the University.
2. A student shall not be considered for admission to a Hostel of the University unless he/ she might have secured at least
55% marks in the Qualifying Examination in respect of the Course/Programme to which he/she might have been
admitted. However, students belonging to the SC/ST shall be entitled to a relaxation of 5% marks in this behalf.
3. Any student, whose parents might be residing in, or in the immediate vicinity i.e., within 5 Km. of the Campus, shall not
be considered for admission to a hostel of the University.
4. Any student, who might be in full time/part time/adhoc/temporary employment, shall not be considered for admission to
a hostel of the University. However, Research Scholars employed in the Research/Consultancy Project in the University
in a research capacity, or students employed/engaged for short duration under any Research/Consultancy involving
field-work shall be exempted from this restriction.
5. Any student, who has been expelled from a hostel of the University for misconduct, or for an act of indiscipline, or for
having indulged in ragging or for a breach of the rules of residence in the hostels of the University shall not be considered
for admission to a hostel of the University again.
6. Admissions to the various hostels of the University shall be granted strictly in accordance with the order of merit of the
various applicants calculated on the basis of the formula to be developed for the purpose. However, in case of Research
Scholars their research seniority shall also be taken into account in addition to their relative merit for admission to a
hostel of the University.
7. The allotment of seats in hostels for pre-Ph.D/M.Phil/Ph.D scholars will be department-wise in the proportion to be
decided by the Chief Hostel Warden & Hostel Admission Committee. The reservation to the total available seats will be
in accordance with the rules of the Central Government as well as the UGC. The pre-Ph.D. scholars will be initially
allotted rooms for a period of six months. Only those pre-Ph.D. scholars will be allowed to retain occupancy of their
rooms that choose to pursue Ph.D. program in Srinagar campus of HNB. Garhwal University and will produce a certificate
from their guides affirming the same. The rest of the pre-Ph.D students will have to vacate their rooms after six months.
8. Names of the students granted admission to a hostel shall be displayed on the Hostel/University Notice Board and no
separate communication shall be made.
9. Students granted admission to a hostel shall have to deposit the prescribed Fees by the last date notified for the purpose.
The admission of the students shall be cancelled automatically, if he/she fails in depositing the prescribed fees in
specified period.
10. Admission to a hostel of the University shall be granted for the duration of one Academic Session at a time. However,
students once admitted to a hostel, shall be given preference in allotment of hostel accommodation for the remaining
duration of the course being pursued by them every year, provided that they might have passed their Annual Examination
and their conduct during their residence in the hostel might have been found to be satisfactory.
11. Students admitted to a hostel of the University shall have to vacate the hostel at the end of the Academic Session, every
year and seek a fresh admission to a hostel of the University for the ensuing Academic Session.
12. A student who has been residing in a hostel of the University during the preceding Academic Session shall not be
considered for allotment of hostel accommodation unless he/she submits a fresh application in the prescribed Hostel
Admission Form for admission to a hostel of the University by the last date notified in respect of the Academic Session
concerned.
13. No student shall be admitted to a hostel of the University if he/she has completed the maximum duration of residence in
a hostel in respect of the course being pursued by him/her as specified below:-

Under Graduate Courses – 3 Years
Post Graduate Courses – 2 Years
Professional Courses – as per the duration of the course concerned
Integrated Courses – as per the duration of the course concerned
PG Diploma Courses – 1 Year
M.Phil – 1 Year
Pre-Ph.D. _ 6 months
D.Phil – 5 Years from the date of registration or till Submission of the thesis
(Whichever is earlier)
The maximum duration of residence in a hostel of the University shall be subject to the following additional
provisions:-
(i) A student admitted to a hostel on a later date than the commencement of the course being pursued by him/her,
shall be eligible to admission to the hostel for only the residual duration of the course concerned. This means
that a student of Under Graduate Classes admitted to a hostel in the Second/Third Year of the course being
pursued may reside in a hostel for only 2/1 Year(s) respectively, as the case may be, a student of Post Graduate
Classes admitted to a hostel in the Second Year of the course being pursued may reside in a hostel for only 1
Year, a Research Scholar admitted to a hostel during the Second/Third/Fourth Year of his/her research may
reside in a hostel for only 4/3/2 Year(s) respectively, as the case may be, and so on.
(ii) A student admitted to a hostel shall have to vacate the hostel aftera.
Completion of the annual examinations
b. 5 days after the Pre Ph.D. examination
c. Submission of the D.Phil. Thesis
d. Conclusion of the statutory duration of the course being pursued
e. Expiry of the maximum duration of residence permitted in respect of the course being pursued.
(iii) A Research Scholar residing in a hostel of the University shall have to submit a certificate from his/her supervisor
in the months of January and July every year, stating that the Research Scholar is pursuing his/her research on
a fulltime basis, that his/her progress is satisfactory and he/she has not taken up any paid fulltime/part time/
adhoc/temporary job.
14. A student might be denied admission to a hostel of the University by the Hostel Admission Committee.

B-Monthly Fees for All Hostels
Students admitted to a hostel shall have to pay the Annual Fees and the Monthly Fees for six-months at the time of admission. The Monthly Fees for the remaining six-months shall have to be paid in the month of January of the succeeding calendar year. However the boarders of the last year of the professional courses shall have to deposit their monthly fees of the whole year at the time of admission.
Non-payment of the Monthly Fees on schedule shall cause Hostel Admission to be cancelled and render the defaulting student ineligible for being considered for admission to hostel in future.
A student choosing to vacate the hostel of his/her own volition in mid session shall have to pay the
Monthly Fees for the entire Academic Session.
Research Scholars admitted to hostels and receiving Fellowships from the UGC/ICSSR/CSIR/ICAR or
any other organization or under any scheme of the Government or out of the funds of a Research/
Consultancy Project in the University, shall not be entitled for HRA.
Students/Research Scholars, residing in a hostel, shall not be issued a No Dues Certificate at the time of the Annual Examinations / the submission of the Doctoral Theses, unless they have paid the final installment of Monthly Fees due from them.
Rules and instructions of Residence in a Hostel of the University
A student admitted to a hostel of the University shall have to abide by the following rules/ instructions and a breach of the rules of residence in the hostel shall render the defaulting student liable for removal/expulsion from the hostel.
1. No student may bring into a hostel or keep on the premises of a hostel any fire arms or any other lethal weapon(s) including knives with blades longer than 6 cm., metal rods/chains and lathis.
2. No student might bring into a hostel or keep on the premises of a hostel any pornographic or other obscene
literature, photograph, video, film or analogous material.
3. No student may bring into a hostel, or keep on the hostel premises, or consume in the hostel premises, or enter the hostel premises after consuming any alcoholic beverages, narcotic substance, psychotropic substance, or other intoxicant whether natural or synthetic.
4. No student may bring into or keep in the hostel premises any inflammable substances like LPG, kerosene, petrol, diesel, etc.

5. No boarder may keep with him/her any electronic gadgets (including radios, television sets, tape recorders, digital cameras, camcorders and the like), jewelery or other valuable articles in the hostel premises.
6. No boarder may use electrical appliances like heaters, electrical irons, ovens, hot plates, electric kettles, etc. in the hostel.
7. No boarder may cook food in the hostel rooms.
8. No boarder may deface or otherwise damage hostel property including furniture, fittings and fixtures. In case, a boarder is found involved in such activities, he/she shall be expelled from the hostel and shall be entitled for disciplinary action. However if the student(s) involved in such activity is not identified, a gross amount after assessment of the damage shall be recovered from all the boarders of that Hostel.
9. No boarder may remove any article of furniture from a hostel room or bring in any such article without having any prior written permission from the Warden, In-charge of the hostel.
10. No boarder may remove newspapers, magazines or other reading materials from the common room or otherwise damage or distort them.
11. Men shall not be permitted to enter the premises of a girls hostel save with the prior written authorization granted by the Warden of the hostel and/or the Chief Warden. However, some persons related to necessary services may be allowed to enter for the purposes of repair and maintenance, sanitary cleaning, catering and other similar services. Similarly, women and girls are barred from entering boys' hostel. Any violation of this rule will be treated as criminal trespass and shall be punished not only under the discipline rule of the University but shall also attract criminal proceedings.
12. Visitors (Parents/Local Guardians and close relatives) shall be permitted or entertained only in the specified visiting hours, i.e., 4 P.M. to 5 P.M. on working days and between 11 A.M. and 5 P.M. on Sundays and
holidays.
13. No boarder may shift from the room allotted to him/her to another room in the hostel without obtaining a written order from the Warden authorizing the same.
14. No boarder may leave station without informing the Warden in writing.
15. No boarder may stay away from the hostel at night on the pretext of being on an educational tour without submitting a written communication to this effect from the Head of the Department concerned.
16. No boarder may remain away from the hostel beyond the time fixed for closing the main gates of the hostel on any pretext whatsoever. The main gates of girls' hostels shall close at 5.30 P.M. in winters and 6 P.M. in summers and those of the boys' hostels shall close at 7 P.M. in winters and 9 P.M. in summers. However time schedule for closing the main gate of various Hostels in BGR Campus, Pauri & Badshahithaul may vary as per the convenience.
17. No boarder may indulge in ragging or aid/abet or assist in acts of ragging on hostel premises. Any act of ragging on hostel premises shall be deemed to be a criminal offence and shall be punishable in accordance with rules specified in the prospectus of the University.
18. No boarder may cause the hostel premises to be used for any political purpose including holding meetings, preparing campaign materials, and stocking/displaying banners, posters, placards, stickers, etc. and the like. A violation of this rule shall render the violator liable to the severest punishment under the discipline rules of the University.

19. No boarder may commit any act outraging the modesty of a woman or an act amounting to sexual harassment.
20. All boarders are required to communicate any change in the address and phone number of their parents or local guardian immediately to Office of the Warden.
21. Boaders who might happen to take up any productive employment whether full time or part time or adhoc
or temporary, are required to report the fact to the Warden immediately.
22. All boarders are required to route their complaints and grievances through proper channel, i.e., through the Warden in-charge of the hostel concerned to the Warden/Chief Warden. In case, a boarder might choose to approach University authorities directly and without the knowledge of the Warden or take the matter to the press or politicize the matter in any manner whatsoever, the same shall be treated to be indiscipline and shall be punished under the discipline rules of the University.
23. The rules of residence specified above shall be binding on all boarders and any breach of the same shall be treated as indiscipline punishable under the discipline rules of the University.
24. All other rules made by the University and orders passed by the hostel administration from time to time shall be binding on all boarders and a breach of the same shall also be treated as indiscipline punishable under the discipline rules of the University.
25. All rooms and other built areas in the premises of all hostels are subject to periodic search and inspection by the hostel administration and other authorities of the University. Any irregularity on the part of a boarder noticed during the said search/inspection shall be deemed to be a breach of the rules of residence in the hostel and shall be punished under the discipline rules of the University.
26. The hostel administration after giving a fair opportunity of being heard may remove or expel a boarder from the hostel at any time in the interest of the maintenance of discipline.
27. All boarders shall have to vacate the hostel within 5 days from the date of the completion of their annual examinations.
28. All hostels shall remain closed during summer vacations and the boarders shall be required to vacate the hostels during the summer vacations. However, the Warden may permit a research scholar to continue living in the hostel during summer vacations on the written recommendation of the research supervisor.
29. Boarders are advised to read the hostel notice board regularly to be aware of the communications issued by the Warden.
30. The Hostel caution money deposited by a boarder at the time of admission to the hostel shall be refunded after making such deductions as might be deemed necessary for compensating any loss or damage to the hostel property caused by the boarder by way of a cheque within one year from the date of vacating the hostel. If the refund of Caution Money may not be claimed within the said period of one year, the same shall lapse and shall not be refunded.
31. In any of the Hostels, if the mess is available, all the hostellers of that Hostel shall have to take meal from the mess compulsorily.
