The Government of Goa is pleased to frame the following scheme i.e.:
(1) Short title and commencement.-
(i) This scheme shall be called “Scheme to provide Special Financial Grant for Organizing Song and Drama Events for giving publicity to Government Policies, Programmes, and Schemes 2008”.
(ii) This Scheme shall come into force from the date of its publication in the Official Gazette and shall remain in force upto 31st March, 2013.

(2) Introduction.- This Scheme has been
designed to provide financial support to the
institutions, cultural groups, individuals to
organize/conduct various types of song and drama
events/programmes/exhibitions/festivals, etc. This
Scheme intends to popularize the programmes and
policies of the State Government through the
unique and creative medium of song and drama
and to provide an opportunity to the general public
to witness various standard cultural performances/
events thereby enabling a wider perspective and
knowledge about the Government, policies,
programme and Schemes meant for the welfare of
the people of the State.
(3) Objectives.- The objectives of the Scheme
are as follows:-
(i)To popularize the programmes and policies
of the State Government through the medium of
song and drama by organization of cultural
events/programmes/exhibitions/festivals/
/camps/workshops etc.

(ii) To give financial support to the eligible
groups or individuals to organize cultural events
for promoting the programmes and policies of
the State Government.
(4) Eligibility.- (i) Any group/organization/
/institutions registered or unregistered as well
an individual persons are eligible to avail benefit
under this Scheme.
(ii) Applicant should preferably have
experience in organizing cultural events/
/programmes/exhibitions/festivals etc. In
respect of the applicants who are organizing
such activities for the first time, under the
Scheme, need to do a onetime registration with
the Department of Information and Publicity on
payment of Rs. 200/- per application form as
per Proforma A of this Scheme.
(iii) Preference will be given to registered
institutions/organizations
(iv) The applicant institutions/organization/
/group or individual applicant as the case may
be, shall not be defaulter of Department of
Information & Publicity for non submission of
utilization certificate or statement of accounts
for any other grant received by the applicant.
(v) Department of Information & Publicity,
may also suo-moto identify any institution/group
or individual person to organize any cultural
event/programme/exhibitions/festival/camp
and workshop etc. for the Department of
Information & Publicity.
(vi) Any organization or individual will be
eligible to receive grant under the Scheme only
once during the financial year. However,
Government aided institutions or those
institutions formed by the State Government
shall be entitled to receive grants for more than
one time during the financial year subject to the
approval by the State Government.
(5) Nature and Quantum of Assistance.- (i)
under this Scheme, grant shall be given to organize
specific cultural event/programme/exhibitions/
/festival/camp and workshops which are aimed
at popularizing the programmes and policies of
the State Government through the medium of
song and drama.
(ii) Under this Scheme the institutions/
/organizations/groups/individuals shall be eligible
for financial grants upto a maximum limit of
Rs. 2.5 lakhs or 80% of the expenditure incurred
for organizing the cultural events, whichever is less
based on the nature of the cultural events.
However, for autonomous bodies set up and fully
owed by the State Government, the upper limit on
the grants will be Rs. 30 lakhs per event and they
shall be eligible for receiving grants for upto five
events per financial year.
(iii) However, in the case where the Department
of Information & Publicity suo-moto identifies any
institution and group or individual person to
organize any cultural event/programme/
/exhibitions/festival/camp & workshop on
behalf of the department for meeting the aims
and objectives of the Scheme, then the grant will
be upto a maximum of Rs. 5 lakhs or 100% of the
expenditure incurred for organizing the event,
whichever is less shall be granted for this purpose.
(iv) The assistance can be used for rent of
ground/venue, structure/decoration, electricity
and water, publicity, insurance of products
displayed in the cultural event/exhibition, cost of
artist performance, contingent infrastructure,
service charges to implementing agencies, etc.
and miscellaneous expenditure.
Note: The above limit for financial grant is maximum
limit provided under this Scheme and does not mean that
applicant shall get the financial grant to the extent of
maximum limit but shall get the financial grant to the
extent decided by the Department of Information &
Publicity/Government based on the nature and scope of
proposed cultural event and reputation, standing &
eligibility, estimates of expenditure to be incurred etc. by
the applicant.
(6) Application procedure.- (a) interested
applicant shall apply to the Director of Information
& Publicity with following documents:
(i) Details of proposed cultural event/
/exhibition/festival/camp & workshop to be
organized by the applicant.
(ii) Detailed report of the performances or
events conducted/organized by the applicant
prior to applying for this Scheme.
(iii) Details of estimated cost/budget for
organizing proposed cultural event duly signed
by the President/Chairman of the institutions,
leader of the group, individual applicant as the
case may be, however, if the grant applied for,

is more than Rs. 25,000/- then the estimate is
required to be countersigned by certified
Chartered Accountant.
(iv) An affidavit from President/Chairman of the
institutions, leader of group, individual applicant
as the case may be, thereby affirming to the facts
about the proposed cultural event, estimated cost
and further affirming that the grant availed under
this Scheme shall be used for the purpose it is
sanctioned.
(b) The Department of Information and Publicity
may suo-moto to identify any institution, group or
individual person to organize any culture event/
/programme/exhibitions/festival/camp &
workshop for the Department of Information &
Publicity.
(c) The Department shall also conduct various
activities on days of national and state importance
like Goa Statehood Day, Shivaji Jayanti, Goa
Liberation Day, Republic Day, etc., under this
Scheme by obtaining Government approval.
(7) Disbursement procedure.- On receipt of
application for grant under this Scheme, the
Department of Information & Publicity shall
scrutinize the application thoroughly and shall
give his recommendations to the screening
committee constituted by the State Government.
The Government shall decide on the
recommendations of the screening committee and
the Government decision in this regard shall be
final. The screening committee shall be composed
of the following members:
1. Special Secretary (I&P) .........Chairman
2. Director Information .........Member
3. Two persons in the field
of Art and Culture to be
nominated by the State Govt. .......Members
The committee shall scrutinize the applications
received from individuals/private organizations
and recommend the quantum of assistance under
the Scheme to the State Government. The
committee shall meet at least for six times in a year
to scrutinize the applications and may suggest
changes to the original proposals received from
eligible parties under the Scheme.
After obtaining such Government approval/
/decision of the Government, the Director of
Information & Publicity shall disburse the amount
to the eligible applicant. The Department shall
release the grant in two installments.
In case where the Department of Information &
Publicity has suo-moto identified any institution/
/group or individual person for organizing any
cultural event/programme/exhibitions/festival/
/camp and workshop for the Department of
Information & Publicity, the Director of Information
& Publicity shall disburse the amount after
obtaining Government approval for the same.
(8) Utilization of Grants.- The applicant
availing benefit under this scheme shall strictly
utilize the grant for the purpose it is sanctioned
and shall produce the utilization certificate duly
signed by the President or Chairman of the
institution, leader of the group or individual
applicant as the case may be within three months
from the date of receiving the grants/financial
assistance alongwith the statement of income &
expenditure. The utilization certificate is also
required to be signed or countersigned by certified
Chartered Accountant alongwith the statement
of income & expenditure. The Department shall
release 50% of the grants as advance amount
to the individual/organization before the
commencement of the sanctioned programme. The
balance grants shall be released after receipt of
audited statement from the Chartered Accountant
alongwith detailed report on the programme,
photographs, and other supporting documents as
indicated by Director of Information & Publicity.
Misuse of funds in any manner shall make the
organization or individual ineligible for further
assistance apartfrom prosecution under law.
(9) Framing of guidelines.- For better
implementation of this Scheme Government may
frame guidelines from time to time, if required.
(10) Relaxation.- The Government is
empowered to relax all or any of the clause
provided in this Scheme, if found deemed fit, for
reasons to be recorded in writing.
(11) Interpretation.- If any question arises
regarding interpretation of any clause, word,
expression or entire Scheme, then the decision
about the interpretation shall lie with the
Government.

THE APPROPRIATION (No. 2) ACT, 2008

ACT
to authorise payment and appropriation of certain
sums from and out of the Consolidated Fund of
India for the services of the financial
year 2008-09.
Be it enacted by Parliament in the Fifty-ninth
Year of the Republic of India as follows:-
1. Short title.- This Act may be called the
Appropriation (No. 2) Act, 2008.

2. Issue of Rs. 2592391,74,00,000 out
of the Consolidated Fund of India for the
year 2008-09.- From and out of the
Consolidated Fund of India there may be
paid and applied sums not exceeding
those specified in column 3 of the
Schedule amounting in the aggregate
[inclusive of the sums specified in
column 3 of the Schedule to the
Appropriation (Vote on Account) Act,
2008] to the sum of twenty-five lakhs
ninety-two thousand three hundred and
ninety-one crores and seventy-four lakh
rupees towards defraying the several
charges which will come in course of
payment during the financial year 2008-
-09 in respect of the services specified
in column 2 of the Schedule.
3. Appropriation.- The sums authorised to be
paid and applied from and out of the Consolidated
Fund of India by this Act shall be appropriated for
the services and purposes expressed in the
Schedule in relation to the said year.
4. Construction of references to Ministries and
Departments in the Schedule.- References to
Ministries or Departments in the Schedule are to
such Ministries or Departments as existing
immediately before the 6th December, 2007
and shall, on or after that date, be construed
as references to the appropriate Ministries
or Departments as reconstituted from time to
time.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor
of Goa hereby makes the following rules so as to further amend the Goa State Civil Service (Grant of leave
to seek employment in India or abroad) Rules, 2002, namely:-
1. Short title and commencement.- (1) These rules may be called the Goa State Civil Service (Grant of leave to seek employment in India or abroad) (Second Amendment) Rules, 2008.
(2) They shall come into force at once.
2. Insertion of new rule 2A.- In the Goa State Civil Service (Grant of leave to seek employment in India or abroad) Rules, 2002, after rule 2, the following rule shall be inserted, namely:-

“2A. Curtailing extraordinary leave.- The Head of the Department may, at the request of an employee,
curtail the Extraordinary Leave sanctioned to him after obtaining Government approval for the same if
there is vacant post to accommodate such employee.”

The Government has approved the following areas as scheduled areas under Section 4 of Goa Ground
W ater Regulation Act, 2002.
(i) Coastal areas under village Panchayats of the entire coastal stretch of the State fro m
Tiracol in Pernem Taluka to Polem in Canacona Taluka.
(ii) All Industrial Estates, industrial zones and adjoining villages.
(iii) Areas falling within the limits of all Municipal Councils and Municipal Corporations in the State.
In order to strengthen Ground Water monitoring system, the following two Sub Divisions are hereby
placed under the administrative control and technical guidance of Senior Hydrogeologist attached to
Circle Office I, Water Resources Department, Panaji, in order to facilitate the monitoring, evaluation and implementation of ground water database in the scheduled areas so also to facilitate better management of ground water resources, Hydrological information system and implementation of Hydrology Project Phase-II.
(i) Sub-Div II, Works Div. XIII, W.R.D., Gogal, Margao.
(ii) Sub-Div. III, Quality Control, Works Div. II, WRD, Quepem.
Accordingly, Sub-Div. II, Works Div. XIII, Water Resources Department, Gogal-Margao, is hereby
detached from Works Div. XIII, Water Resources Department and amalgamated with Works Div. I, Water
Resources Department, Panaji, with Head quarters at Mapusa-Goa, in the existing premises of Water
Resources Department and re-named as Goa Ground Water Cell, North District Quarters, Works Div. I, Water Resources Department, Mapusa, Goa alongwith the existing posts, staff, machinery, equipment, etc.
